XNA Creators ClubPerhaps one of the most important web sites for XNA game programmers is the XNA Creators Club. The XNA Creators Club has many tutorials and resources. It has terrific video tutorials to help you get started with 2D and 3D gaming. If you want to develop games for the XBOX, you will need a membership.

XNA Developer Center
Nick GravelynNick has some excellent posts and tutorials available on his web site. I learned a lot from his tutorials on creating a tiling engine. I recommend visiting his web site.
XNA ResourcesThis is a nice site. There are good resources and tutorials for XNA developers. I would recommend visiting.
Riemer GrootjansRiemer is a well know XNA developer with two books that I know of in his portfolio. He has an excellent tutorial site. I would recommend visiting his site if you haven't already.
Game Resources & Tools
Spiral GraphicsSpiral Graphics has a free tool called Genetica Viewer for creating seamless textures. I use this tool frequently when I am creating game resources. I used Genatica Viewer to create the tile set for my Eyes of the Dragon game.
The GIMPThe GIMP is GNU's Image Processor. While not as fully featured as Adobe's Photoshop it is an excellent program for image processing. I use it frequently when I am creating any type of graphics.
Paint.NETPaint.NET is another graphics package. It is very useful when creating game graphics. Coupled with The GIMP it makes an excellent tool for creating graphics.
OpenGameArt.orgOpenGameArt.org is a great site for game resources for Open Source games. I used some of their sprites and music in my latest entry at Game Institute that I will be releasing as an Open Source game once it is 100% complete.
Good luck with your XNA game programming adventures.
